Until you check with your vet and find out what the skin problem is you will not get long term relief.

Did you use a new flea treatment? She could be allergic to food if it has beef, corn, soy, wheat, or "different" protein sources in it like duck, etc. Try a food with none of those products that is a high quality food (Nutro, Candidae). Use nothing except oatmeal dog shampoo, no perfume products like sprays, etc. She might be allergic to grass, pollen. Give 2 mg. or 2 mm for l lb. of body wt. 3 x daily. If it is allergy, she will get better.

You will not get long-term relief for your dog until a vet diagnoses and treats the source of her skin problems rather than the symptoms.

Definitely have the vet take a look at it, but when a dog is chewing only the base of the tail, the first thing I would consider is impacted anal glands…any vet can take a look at that situation for you, and express them if possible. One of my last dogs went in every 2 months for anal gland expression…it was only $10, took just a few minutes, and kept him comfortable.
